Congratulatons to Kejriwal and AAP for keeping poll promises, slashes power tariffs, offers free water
Eleven days after forming the Delhi government, Arvind Kejriwal's Aam
Aadmi Party or AAP has delivered on its big-ticket election promises:
cheaper water and power.
The decision was taken at a cabinet meeting presided over by Chief Minister Arvind Kejriwal.
Deputy Chief Minister Manish Sisodia announced today that every
household will get 20,000 litres of water at no cost every month;
families who use less than 400 units of power per month will get a 50%
discount on their bills, the others will pay full rate for
electricity.
which will benefit around 90 per cent of the Delhiites in the city.
Sisodia said consumers getting free water will not require to pay for sewer charges. On the free power scheme, Sisodia said government will review the power rates after CAG completes audit of the accounts of the power discoms. In its manifesto, AAP had promised to cut power tariff by 50 per cent immediately after coming to power. it won more than 95% of the seats in the Delhi assembly.
The new prices will come into effect on March 1. For the next fiscal
year, The subsidy for electricity is likely to cost the government about
Rs. 1,400 crore, said Mr Sisodia; the discount on water will add up to about Rs. 250 crore. The subsidy for March will be Rs. 70 crore for electricity and Rs. 20 crore for water.
Its commitment to cheaper utilities is seen as one of the driving
forces of AAP's phenomenal result in the Delhi election last month -
Mr Kejriwal later tweeted, "We have delivered on our promises.
Electricity at half-price and free water. We will make good on other
promises later. Just stay with us".
The AAP had also promised 20 kilolitres (20,000 litres) of free water to
every household per month. The previous AAP government had introduced
the free water scheme but it was discontinued after it quit

लीटर मुफ़्त पानी और 400 यूनिट बिजली बिल की दरें आधी करने की घोषणा की.हालांकि 400 यूनिट से ज़्यादा बिल पर पूरा बिल देना होगा.
अपने चुनावी वादों को अमली जामा पहनाते हुए दिल्ली सरकार की ओर से ये घोषणाएं की गईं हैं.
इस ऐलान के बाद से दिल्ली के 90 फ़ीसदी परिवारों को बिजली बिल में फ़ायदा मिलेगा.
पानी और सीवर सुविधाओं की दरें दिल्ली सरकार ने माफ़ कर दी हैं.
इन कटौतियों के मद्देनज़र बजट में 250 करोड़ का प्रावधान किए जाने की भी घोषणा की गई.
सिसोदिया ने यह भी बताया कि पिछली बार सरकार बनने पर की गई कटौतियों पर एक क्वार्टर में सरकार की ओर से 31 करोड़ ख़र्च हुए थे.
बिजली दरों में कटौती का 36 लाख परिवारों को फ़ायदा मिलेगा जबकि पानी मुफ़्त किए जाने से 18 लाख परिवारों को फ़ायदा होगा.

World Bank rues ineffective power regulatory bodies
Electricity regulatory bodies in the states, including Andhra Pradesh, are not effective, said a World Bank
study released in the city on Monday .Titled “More Power to India: The Challenge of Distribution“, the study pointed out that the present regulatory environment was not sufficiently pushing the power utilities to improve performance. “Lack of accountability , limited autonomy and constrained technical capacity have restricted the ability of the State Electricity Regulatory Commissions (SERC) to create an independent, transparent and unbiased framework for the sector that balances consumer, investor or utility interests,“ it said. The electricity regulatory commissions exist in all states, but they have generally struggled to achieve true autonomy from the state governments, the study pointed out. Also, many SERCs lack resources such as adequate number of professional staffers and appropriate information technology systems to perform functions, it said. “Most SERCs are nominally promoting consumer empowerment and are also taking steps to increase transparency , but far more needs to be done to promote consumer engagement and to ensure that high-quality information is publicly available,“ said the study. It wondered why there was no clear accountability mechanism to hold SERCs responsible for implementing their mandates. “SERCs face an enormous challenge in carrying out their mandates because the utilities they regulate are almost all state-owned. As a result, although most SERCs have notified 20 of the key regulations necessary to enact the Electricity Act 2003, many have yet to implement them fully,“ the study said. The regulatory mandates reviewed in this study relate to tariffs, protection of consumers, standards of performance, open access, renewable energy and regulations in selected other areas. On an average, the states score 74 per cent on an index measuring implementation of regulatory mandates. Andhra Pradesh, Himachal Pradesh and Karnataka are the highest ranking SERCs in the country, it said. However, the World Bank study expressed concern over increasing distribution losses in Andhra Pradesh. The TDP government can achieve its objective of ensuring power for all only by ramping up the transmission and distribution infrastructure, it said and asked the government to make fixing of subsidy to power utilities more transparent and regular to ensure that power companies are able to make arrangements for the power purchases. The World Bank cautioned that continued state interference in utilities had weakened incentives for the commercial operations. “Unbundling and corporatization of power utilities was intended to limit state involvement in their operations, increase transparency and accountability , and also bring a commercial orientation to their operations.But while unbundling of the utility companies has progressed quite well on paper, actual separation and functional independence of the entities is considerably less than it appears,“ it said. Responding to a question, the World Bank representatives refused to comment on the `feasibility' of the promise made by Delhi chief minister Arvind Kejriwal to slash the power charges by half. “We have not studied the power purchase and cost to serve aspects in Delhi. Therefore, we cannot comment on the specific promise,“ they said.
